Size and direction of the homeowners line
Gross written premiums in Homeowners and Other reached $9.38 billion in 2025, up from $8.85 billion in 2024 and $8.19 billion in 2023. The filing says retention stayed strong but slipped from 2024, renewal premium changes were positive and larger than a year earlier, and new business premiums fell. Across domestic Personal Insurance, which includes auto, Travelers had about 8.4 million active policies at the end of 2025, down from about 8.8 million a year earlier.
Travelers groups more than standard homeowners policies in this line. It writes policies for houses, condominiums, tenants and rental properties, and the same line holds boat and yacht cover, valuable items such as jewelry, umbrella liability, and wedding and special event insurance. The filing states that Homeowners and Other protects dwellings and contents from a variety of perils excluding flooding, plus personal liability.
How Travelers sells homeowners policies
Personal Insurance is sold mainly through thousands of independent agents and brokers across the contiguous United States, supported by staff in seven sales regions. About two thousand agencies pay Travelers to handle ongoing service for their customers through its Customer Care Program. Travelers also sells directly through mail, digital marketing and affinity partners such as employers and credit unions, increasingly through its own wholly owned agency. Since 1995 it has had an agreement with GEICO's agency affiliate to underwrite part of GEICO's homeowners business, so some GEICO customers are insured by Travelers.
Pricing and catastrophe protection
The filing says homeowners pricing is driven largely by claim frequency and by the cost of materials, labor and household possessions, and by catastrophes and other weather. It notes that rate regulation can delay price changes, especially in prior-approval states, and that Travelers weighs each state's residual market and guaranty fund costs when deciding where to write.
For personal property Travelers keeps at most $8.0 million of any single risk after reinsurance, and it issues umbrella policies up to $10.0 million. Its Personal Insurance catastrophe treaty for July 1, 2025 through June 30, 2026 pays half of homeowners losses between $1.00 billion and $2.00 billion from a single event, on an all-perils basis that includes hurricanes, hail, wildfire, earthquake and freeze. A separate Northeast treaty covers $1.00 billion above a $2.75 billion retention from Virginia to Maine. Catastrophe losses added 14.9 points to the Personal Insurance combined ratio in 2025, against 13.5 points in 2024.
