Allstate's homeowners book in its 2025 annual report

Homeowners premiums written rose 14.9 percent, or $2.15 billion, from $14.42 billion in 2024. Allstate attributes the increase to higher average premiums from rate increases and from inflation in insured home replacement costs, plus policy growth. Rate increases implemented in 2025 averaged 7.6 percent, which the company estimates added 5.1 percent to premiums before any change in replacement cost values. The Allstate brand's average gross written homeowners premium was $2,263, up 12.0 percent from $2,021 in 2024 and $1,812 in 2023.

Policies in force grew 2.5 percent, or about 186,000, mostly through exclusive agents and direct sales. New homeowners applications through independent agents fell 23.9 percent to 172,000, while direct applications rose 75.2 percent to 233,000 and exclusive agency applications reached 982,000.

Loss ratio and catastrophe load

Allstate's homeowners combined ratio was 84.4 in 2025, against 90.1 in 2024 and 106.8 in 2023, when the line lost money on underwriting. The loss ratio fell to 62.8 from 68.1. Catastrophes alone accounted for 26.6 points of the 2025 homeowners loss ratio, close to the ten-year average of 28.1 points. Non-catastrophe claim frequency fell, but paid severity rose, which the company links to the mix of fire and wind or hail losses.

The company spent $1.23 billion on property catastrophe reinsurance in 2025, up from $1.11 billion, and says about 83 percent of the premium reduction from that reinsurance relates to homeowners.

Where Allstate limits new homeowners business

The filing is direct about retreat from high-risk areas. Allstate stopped writing new homeowners and condominium business in California in 2022 and says its California homeowner exposure is down more than 50 percent since 2007. In Florida it stopped new condominium business in 2022 and new homeowners business in 2023, and reports being substantially complete with nonrenewing certain Florida policies. Policies in force fell about 5 percent in California and 15 percent in Florida during 2025. It also limits new homeowners, landlord and manufactured home business in coastal areas of southern and eastern states, uses tropical cyclone deductibles where appropriate, and has stopped continuing coverage on certain policies in some coastal counties.

Homes Allstate will not write may still be offered cover through its excess and surplus lines carrier, North Light Specialty Insurance Company, outside Florida, or through its Ivantage brokerage platform, which managed $2.86 billion of other insurers' premiums at the end of 2025.

Earthquake, wildfire and storm practices

Allstate does not offer earthquake coverage in most states. It keeps about 19,000 policies with earthquake cover, mostly in Kentucky, and offers California homeowners earthquake cover through the California Earthquake Authority. A standard Allstate homeowners policy does cover fire that follows an earthquake. For wildfire it relies on reinsurance, new and renewal inspection programs and underwriting criteria. For hail and wind from the Great Plains through the Southeast it uses aerial imagery in underwriting and offers coverage and price options based on roof characteristics.
